Job Overview: The Human Resources & Admin Officer is responsible for managing the human resources function for NRC Operations in Benghazi in accordance with NRC Rules and Regulations and the Libyan labor laws.
Major RESPONSIBILITIES:
Apply and comply with NRC HR Global HR Policies and procedures
Manage recruitment process on Field level (post vacancies, coordinate and conduct interviews,
Maintain a recruitment-tracking sheet for all open national positions in Libya, prepare contracts, etc)
Manage and Conduct the monthly cycle orientation for all new staff.
Participate in review of policies and procedures, make recommendations.
Provide support in keeping job description and manuals up-to-date.
Prepare all correspondences with partners (authorities, tax offices, ministry of labor, etc…)
Prepare for monthly payroll submissions in close collaboration with the Finance department
Maintain the confidentiality of all sensitive HR information at all times.
Maintain up-to-date staff file including change of status, termination of exiting staff, leave tracking, performance management.
Provide guidance to the team on HR management
KEY WORKING RELATIONSHIPS:
Position Reports to: Support Manager
Internal interface: all staff based in Benghazi, Finance department
External: HR representative from the other NGOs in Libya.
REQUIREMENTS:
No double job.
Education : University Degree in management, human resources, administration or related fields
Experience : Minimum of 2-3 years professional experience in Administration/Office Management. Previous experience with Human Resources and/or Recruitment is a must. INGO experience is an asset
Computer proficiency (word, excel)
Language: Fluency in Arabic and English
Other qualities: integrity, team work skills, flexibility.
