he ICRC Delegation in Libya seeks to fill the following position:

Electro-Mechanical Engineer, 100%
The position is based in Benghazi – with possibility of traveling across the country

Our successful candidate will be the focal point for Electricity-related projects in BEH SD AoR and will support the Water and Habitat (Wathab) department in the identification, assessment, elaboration and implementation of ICRC Water-and-Habitat-projects requiring electro-mechanical knowhow.


Accountabilities & Responsibilities:

Functional responsibilities

Ÿ In line with the Delegation's priorities, (s)he plans and organizes visits to operational areas and project sites, if need be with overnight stays in the field.
Ÿ Coordinates his/her field trips with other Water and Habitat engineers and other departments if necessary.
Ÿ Reports on any occurred issues immediately to his superiors.
Ÿ Identifies and assesses the needs related to electrical supply and collects all relevant information for the implementation of possible Water and Habitat interventions.
Ÿ If requested by his superiors, assists other Water and Habitat engineers with electro-mechanical assessments of projects.
Ÿ Draws up documents (drawings, bills of quantities, contracts, etc.) for projects related to electricity supply or electro-mechanical engineering.
Ÿ Monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
Ÿ Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
Ÿ Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
Ÿ Provides regular operational reporting both orally and written (Weekly Planning/Reporting, Project Progress Report, etc.)
Ÿ Provides regular information to colleagues on context, stakeholder issues and site progress.
Ÿ Manages project purchasing on labour and materials according to the delegation's financial rules.
Ÿ Administers hand-over of ICRC-provided infrastructure to end-users.
Ÿ Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
Ÿ Uses results-based management to evaluate project implementation.


Relationships

Ÿ Internally, daily contact with delegation employees for the design and administration of WatHab projects.
Ÿ Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.
Ÿ Takes contacts with various interlocutors, especially the Libyan Electricity Authority (GECOL), but also others (Water authorities, the Libyan Red Crescent Society (LRCS), community leaders, etc.) and assures follow-up independently.
Ÿ Updates the lists of interlocutors and contractors regularly.
Ÿ Takes minutes of Water and Habitat information/working meetings and shares with his/her superiors.


Scope & Impact

Ÿ Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from senior colleagues, or the (Deputy) WatHab Coordinator.
Ÿ Works usually within the geographical area of a sub-delegation, but supports other sub-delegations on request.
Ÿ Manages technical support staff, if necessary.


General Duties and Code of Conduct

Ÿ Is aware of the delegation objectives and activities
Ÿ Handles general and individual information accurately and with confidentiality;
Ÿ Understands the three components of Red Cross/Red Crescent Movement.
Ÿ Applies the security rules at all times.
Ÿ Respects and observes the staff regulations of the ICRC in Libya.
Ÿ Upon request, temporarily replaces Wathab colleagues in case of absences
Ÿ Performs duties and tasks not covered in this job description and provide support to other departments when necessary.

Selection Requirements

Ÿ University degree in electro-mechanical engineering or similar.
Ÿ Excellent command (spoken and written) of Arabic.
Ÿ Excellent command (spoken and written) of English.
Ÿ Knowledge in the use of water network design-software like EpaNet, or equivalent, is an asset.

Professional Experience required

Ÿ 3-5 years' professional experience in electro-mechanical engineering, ideally in the field of water and sanitation.
Ÿ Good knowledge of project management is a strong asset
Ÿ Experience managing 1–3 technical support staff.
