There is growing evidence that investing in the health, education and protection of a society most disadvantaged citizens addressing inequity not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

2.BACKGROUND:

With over five years after the fall of former regime, heightened uncertainty, political rifts, conflicts, displacement and insecurity continued to mark the political and economic transition in Libya. The UN strived to support the country with its transition to the democracy and establishment of a Government of National Accord (GNA). Libya is facing a growing humanitarian situation with the estimated 2.44million people in need of assistance. UNICEF Libya has scaled up its programme to respond to the humanitarian needs of conflict- affected children and their families.

3. JUSTIFICATION

As UNICEF is scaling up its interventions, the growth in size and scope of the Libyan Country Office calls for strong information management systems and functions to complement programme specialists and implementing partners to ensure accountability of results. The Information Management Officer will also support the country office in improving the quality and availability of program data in evidence based programming. The function will also strengthen internal UNICEF LCO information management by putting in place appropriate information management systems.

4. MAIN RESPONSIBILITIES AND TASKS:

1. Information Management for UNICEF Libya

Ensure proper Implementation of the Information Management Systems in the mission, including database and system development, testing, data entry and quality assurance of all Information management products.

Utilize and implement technologies and methods used for IM Business such as business intelligent tools and GIS tools.

Coordinate with UNICEF emergency and all programme sections to ensure accurate and systematic data collection of UNICEF daily work.

Train and support field works related to survey and assessment; database assistants in the use, maintenance and support of database system.

Coordinate effective data collection projects; ensure regular monitoring as per agreed timelines; prepare project status and progress reports.

Coordinate with relevant authorities, United Nations (UN) agencies, Non-Governmental Organizations (NGOs) and other stakeholders on all Information Management related issues. Represent UNICEF in IM working group and other IM related workshops and meetings.

Coordinate the implementation of Information Management related projects and activities including capacity building activates for national authorities and other National Partners.

Ensure proper collection, processing and evaluating of geographic data including vector, raster and thematic data; compiles large-scale operations and Reference maps and small-scale briefing/report maps.

Performs mapping analysis and assessment mapping based on information collected by UNICEF team and other secondary data.

Plan, design and implement missions Information Management Systems and reporting tools. Ensure timely and accuracy of all data and information products provided by UNICEF Libya.

Assists in performing quality control (QC) on all products generated and disseminated by UNICEF including data and maps, Archives UNICEF geographic data and maintains the mission’s IM database system;

Coordinate the development and enhancement of the integrated methodology for data collection and information packaging as required and needed by Programs.

Draft, organize and deliver trainings on IM-related tools to build the capacity of staff members.

Design necessary data collection methodologies to ensure evidence based operation and programming, at multi levels data. Carry out researches studies & needs assessments on migration related issues.

Support Monitoring and Evaluation specialist as required in all knowledge generation activities in the office.

Support Communications section in the development, management, updating and follow up of UNICEF Libya's website.

Perform such other duties as may be assigned.

2. Information Management for UNICEF led-Sectors

Work closely with Sector Leads and Emergency Specialist to respond to the Sector Membership’s needs for information.

Provide Information Management services to sectors for key decision making. These services will include data collection, collation, analysis, dissemination processes relevant to the needs of the sector, including maintaining 4Ws and mapping production of sector resources, needs and gaps per location. This may require building additional and appropriate capacity through the training of staff members of the sector partners.

Proactively gathering of information from sector partners, government authorities, and local civil society organizations which may be of use to the sectors for informing decisions, including movement of population, sector partners etc.

Liaise with OCHA and IM Focal Points in other sectors – share information as appropriate and identify and gather information from other sectors which can inform sector response and preparedness decisions

Work with OCHA to establish the systems and processes needed for effective information sharing with sector partners related to inter-sector coordination

Promote and support training of other UNICEF staff, sector partners, government and humanitarian personnel and capacity building of humanitarian partners, as required.

Perform such other duties as may be assigned.

QUALIFICATIONS AND COMPETENCIES

I. University degree in computer science or related fields such as information systems, information and communication technology or software/computer engineering.

ii. A minimum of 2 years of relevant professional experience in the field of data and information management systems and data analysis Strong knowledge of MS Excel or MS Access (e.g. pivot tables and functions).

iii. Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, maps, graphs and reports.

iv.Proven skills in using GIS and map-making packages.

iiv. Proven understanding of relational data theory.

Ability to maintain and manage website content.

Fluency in English and Arabic is required.
